Saba on 1/27/2026, 12:47 PM (UTC) Hello Luis. It's Saba, the manager of Next White.
I need to prepare a management and service contract, which you will need to sign.
I will need your passport, email, and contact number, so please send them to me. -
Luís Fernando on 1/27/2026, 5:48 PM (UTC) Hello Saba.
You may use the email lfsxs@mailbox.org and the passport number YE528452.
However, I don't need to sign anything. A contract you "need to sign" is coercion.
Let's make sure the terms are fair and agreeable, and I will have no problem compensating Next for their services, despite Next never having extended any offer of compensation for the massive disruption they caused us during our renovation and after our move here, nor anytime our utilities were interrupted, even without warning.
Regards, Luís -
Saba on 1/27/2026, 5:48 PM (UTC) Greetings,
Thanks for reaching out. We are available to assist you during our business hours (Monday-Friday, 10:00-19:00).
Meanwhile, feel free to contact reception:
NEXT White [Phone number redacted]Sincerely,
Saba Tsiskaradze
Next White Hotel Manager. -
Saba on 1/27/2026, 6:18 PM (UTC) Luis, no, we are not forcing you. These two agreements - the residential building service agreement and the management agreement - are concluded with every apartment owner.
Since you purchased the apartment from a private individual, these two agreements had already been prepared and signed with the previous owner. Now, as the new owner, the same two agreements must be prepared in your name and signed by you.
This is not coercion - it is simply compliance with the existing regulations.
Regarding compensation: this matter relates to the renovation team. We reviewed the situation, and everyone involved confirmed that the damage occurred during the renovation works and not before. When the communication systems were originally installed, they were inspected and officially handed over to the company in proper condition.
As for utility interruptions: whenever renovation works require shutting off water, electricity, or gas, information is always posted in advance indicating the duration of the interruption.
If a large-scale outage occurs (meaning a general disconnection), this is not the company’s responsibility, but we still do our best to monitor and manage such situations.
When there is a power outage in the city, we have a generator, so you do not need to walk up to the 16th floor - the elevator remains operational.
When water is cut off due to damage or repairs on the main pipeline, we have a резерв supply that provides water to the residents.
In the case of gas, there is currently no alternative mechanism, but once such a solution becomes available, we will certainly implement it.Please do not take a strict or negative view - we truly try to create the maximum possible comfort for all residents. You have received full support from the management company, especially at the time when there were issues in your apartment.
We will prepare these agreements and send them to you. After your confirmation, we will meet at the reception, where you can sign them.
Thank you, and have a peaceful night. 🙏🏼

Luís Fernando on 1/27/2026, 6:44 PM (UTC) Hi,
It would have been necessary then, that these agreements be presented to me at the time of the purchase of the apartment. Next has failed to inform me of their existence, and so I have consented to nothing. I can't have consented to something I didn't read or didn't even know existed.
The problem earlier was that your sales team allowed us to join the two apartments at the specified line, claiming they consulted with your engineers. Then, your engineer (Shota) embargoed our renovation, only to allow it much later. Then, after the front wall had been built, Shota demanded it be destroyed and rebuilt further in, not only reducing the size of our apartment, but changing the renovation plans. It's not (mostly) about the pipes. I'm pointing out the hypocrisy of Next to wish to be compensated by us when they were omissive about compensating us for their inexcusable negligence and incompetence. If the management at Next had any character, they would have offered to compensate us for the troubles they caused before demanding any compensation from us.
Despite all of this, and despite me not having consented to any agreement, I am not a parasite and wish to pay for the services. But I would like the service terms to be fair, and am stressing that Next does not have the right to compel me to agree to arbitrary terms of service, so I reserve the right not to sign any contract, if I do not deem it to be fair.
Let me know when you have a version for me to review.
-
Saba on 1/27/2026, 6:54 PM (UTC) Of course, you will receive both agreements in advance, so you can review them carefully before signing.
If you have any claims regarding the renovation team, you are welcome to submit them at our office, as I have mentioned before. We, as the management team, are doing our utmost to provide maximum comfort for all residents of the building, and I can also specify in detail what kind of work and support we carry out for this purpose.
Tomorrow I will send you both agreements. Please review them, and then we can discuss everything calmly and constructively. 🙏🏼

Saba on 1/28/2026, 12:39 PM (UTC) Luis, good day.
I am sending you the Residential Building Management Agreement and the Common Area Service Agreement.
These are the two agreements that are signed with all apartment owners. Please note that signing the Management Agreement does not mean that you are required to hand over your apartment to the management company. This is a requirement under the current regulations, as the building has an aparthotel status, and the existing regulations require these agreements to be in place.
Please review the documents, and once you are ready to sign, let me know and I will arrange them for you at the reception.

Luís Fernando on 1/28/2026, 1:01 PM (UTC) My apartment is my private property.
I don't have to sign anything that allows another company to "manage" my property.
I don't have to give anyone warnings about when I am coming in and out of my property.
I do not owe Next any retroactive payment that I did not consent with.
You don't get to unilaterally change the rules of usage of the common areas.
And you don't get to incur only 10 Lari for each day you would break an eventual agreement.
These papers are a joke.
From this moment on I am considering Next to be acting in bad faith.
I will consult my legal rights regarding this case. -
Saba on 1/28/2026, 1:06 PM (UTC) Luis, I explained to you that this is a matter of regulatory compliance. If you suspect that the company is managing your apartment without your consent, a contract terminating the management arrangement can be prepared.
As for the service agreement, this fee has been charged to you since August, $1 per square meter, which currently amounts to $608. Information that the service fee would start being charged from August was posted in the owners’ chat, and notifications were also sent via email.
The management company complies with all existing clauses related to service fee obligations. -
Luís Fernando on 1/28/2026, 1:08 PM (UTC) Then I decide that Next owes me one million dollars for the damages and inconveniences they caused in our renovation.
Please pay me US$ 999,392 by the end of next month and we are even.
I will not give anyone the right to manage my property. -
Saba on 1/28/2026, 1:09 PM (UTC) I understand your position. I will need to connect you with our legal team, since you are also unwilling to sign the service agreement.
All the terms stated in the contract are being fulfilled at a high standard.
You have 24-hour reception service, security and camera surveillance, and the building is equipped with a generator, which maintains electricity in the corridors and elevators during city-wide power outages. There are many additional details outlined in the contract. -
Saba on 1/28/2026, 1:11 PM (UTC) Luis, I am trying to explain to you that this is a contract requested from residents of apart-hotel buildings due to existing regulations in the country. We do not intend to take over the management of your apartment without your agreement — that would be unrealistic.
-
Luís Fernando on 1/28/2026, 1:15 PM (UTC) As I stated before, I don't have a problem compensating you for you services.
The problem is that you are abusing this as a pretext to put my property under your management and control.
It's not only about the compensation and you know it.
And high standard? The building is half under construction, there's foam in the service elevator, and we slept without electricity because you couldn't contact a technician. I also have to trust your word that you delivered my apartment with gas working, and that somehow the renovators damaged a plastic pipe embedded in concrete. Your buffon of an engineer could not bother to look across the hall to see it was possible to connect two apartments. Lola just lies and buys time in the service line. Give me a break.
I will have to find out what my rights are by someone trustworthy, and this person is not from Next. -
Luís Fernando on 1/28/2026, 1:16 PM (UTC) Oh, and one more thing, our apartment has less than 100 square meters, thanks to the bullshit Shota pulled on us. You will not charge for the space Next stole from us.
-
Saba on 1/28/2026, 1:23 PM (UTC) Luis, as you wish.
This contract was prepared based on the Public Registry; the square footage stated there is what we included in the contract.
If you are dissatisfied with the construction company and have issues, as I already told you, please contact the office staff, because Next’s construction team and management team are separate entities.
I understand that you do not wish to take over the apartment and sign this contract, which is why, for self-protection purposes, a “management suspension agreement” can be prepared. I was able to arrange this, but it would be better for you to discuss this matter with more competent people, since you are upset with the company. -
Saba on 1/28/2026, 1:23 PM (UTC) However, even though the building is under renovation, maximum cleanliness is maintained, and you are not disturbed by noise during the morning and evening hours. This is largely the result of our efforts, Luis. The elevator is wrapped to prevent damage while materials are being transported. We always take care of the building where you live and plan to live for a long time.
-
Saba on 1/28/2026, 1:28 PM (UTC) Have a peaceful evening, Luis. I will pass your details on to more competent colleagues, and they will contact you. Thank you. 🙏🏼
-
Luís Fernando on 1/28/2026, 1:28 PM (UTC) If you prepare me a simple contract, listing the services you provide and the price of 100 USD per month for the services, I will sign it.
I will even show good faith and cover the US$600, despite that being well under what Next owes us for their previous transgressions.
However, do not state you can change the rules of the building unilaterally, do not place fines upon me that are not proportional to the fines Next is willing to pay for their breaches and do not take legal rights to my apartment.
That is fair. What you sent me is outrageous.
Pass this on to your colleague please. -
Luís Fernando on 1/28/2026, 3:42 PM (UTC) One more thing. The previous owner does not recollect signing any such documents you mentioned.
If you'd like to maintain that he did, please show them to me. -
Saba on 1/28/2026, 3:42 PM (UTC) Greetings,
Thanks for reaching out. We are available to assist you during our business hours (Monday-Friday, 10:00-19:00).

In the same day, I reached out to Gvantsa Lomadze in good faith to negotiate the issue of mutual compensation. The following correspondence shows that I paid in good faith. Next, however, betrayed their word on her undertaking in that correspondence.

Saba on 10/21/2026, 6:24 AM (UTC) Hello Luis, you can collect the chips from the reception together with me. You will need to write a handwritten statement confirming that you are the owner of the apartment and that you are taking 4 chips. The chips will be activated once the outstanding debt has been paid.
-
Luís Fernando on 10/21/2026, 1:17 PM (UTC) Saba,
Because of the frankly surreal bad faith you and Next demonstrated in our communications (and continue to demonstrate in this message), I have chosen to make all of our past correspondence public in an online dossier. You should know that all further correspondence between us, including this one, will also be published there.
https://next-dossier.ar.io/The last time we spoke was in the following email thread:
https://next-dossier.ar.io/en/email/levan-lies-refuted.htmlA company acting in good faith would restart our communications from where they left it off, and acknowledge the point I made very clearly that conditioning a co-owner's usage of common property to the payment of a sum, especially one you decided on unilaterally and without contract, is a crime. I explain this even more clearly in the dossier:
https://next-dossier.ar.io/en/page/criminal-arrogation.htmlI ask you, Saba, directly, clearly and unequivocally, to cease committing crimes against me, my family, and my property. You saw me and my wife climbing seventeen flights of stairs from your office. At times we were not physically well, and at others we hauled groceries and drinking water. Once we made eye contact. I really would like to believe that you have a conscience.
I owe Next no debt. The only two places it could possibly arise from are the falsified contract drafts you sent me on January 28, 2026, which I promptly refused to sign, and the statutory contribution to the Homeowners' Association, which is towards other owners via the Association, not towards Next. You have never established the basis for the debt, even after you were invited to in writing. That you charge a debt whose basis you can't identify is unacceptable.
If you would like to collect money from me, the law offers you two avenues:
- Pursue that in court.
- Have a meeting of owners of Next White to elect a chairman or establish a charter and publish the expenses, which must be approved in meetings.
To collect debts established by 2, you still cannot resort to the elevators, because modifications or transfer for use of the elevators require unanimity among owners, and I have previously stated that I do not consent to elevators that operate under the permission of Next or any other third party, and unequivocally do so now. Instead, the Homeowners' Association should register the debt against my apartments.
The director of Next Hospitality stated in his email that "Any legal dispute shall be addressed in accordance with the procedure established by law before the relevant authorities". Following his advice, I have started to follow that procedure, which is exhaustingly difficult for a foreigner, especially abroad. I will seek every remedy the law provides against Next's deeply unethical conduct.
Your offer for chips is noted. I will ask you to provide them to my representative, whose identification details I will provide once you confirm you will hand him the chips. If you will only provide them to me in person, please register that the offer will be extended until I am able to return to Georgia. I will also make an explicit request for you to unconditionally activate them, as I will not pay you money that I don't owe you.
Note that your previous position was that the Act of Handover did not contain a waiver of claims, that it would not be amended and that signature was required, with you having rejected my offer to receive chips against a simple receipt (
https://next-dossier.ar.io/en/email/record-of-the-meeting-corrections.html). Please tell me what changed. Please pass the dossier to your legal team, and come back with a simpler answer. Will you cease to place conditions on my use of the property that I co-own, including the elevators, yes or no?
Finally, I note that, as written in the dossier itself, your corrections are invited and welcome, truly. Please note that, very unfortunately, two of my computing devices suddenly malfunctioned, and it may be some more time before I can update the dossier, I estimate no more than a week.
-
Saba on 10/21/2026, 1:43 PM (UTC) Luis, you will need to collect the chips in person, as we require a handwritten statement and signature from the apartment owner.
If there is any outstanding service fee debt, the chips will not be active.
For all other matters, you can speak with our General Director, Levan Otarishvili, whose email address and phone number you already have. If you do not have his contact details, I can provide them.
-
Luís Fernando on 10/21/2026, 1:52 PM (UTC) Saba, since it seems you are incapable of responding to my message adequately, including giving answers to my requests, please pass it to someone at Next who is.
I will point out Levan has ended our communications by ignoring my email.
I have no desire to pursue a conversation with someone who behaves like he does. -
Saba on 10/21/2026, 1:57 PM (UTC) I have no desire to continue a conversation with someone who makes unfounded accusations against me and unfairly portrays me as a negative person.
You already have Levan’s contact details, so I kindly ask you to contact him directly regarding this matter.
-
Luís Fernando on 10/21/2026, 2:03 PM (UTC) Saba,
You say my accusations are unfounded. The dossier invites corrections and states its sources; tell me which accusation lacks one and I will correct it. If you cannot name one, "unfounded" is simply the word you chose for "unanswered".
I did not portray you as anything. What speaks against you is not my words but your own, in writing: that the chips will not be active until a debt you cannot identify is paid. That message is the clearest confirmation yet that the lockout is a means of collection, and your reply to my questions about it was to decline to answer and refer me to a director who has been silent since August 18.
I did say you seemed incapable of answering my requests. Your answer confirmed it.
Luís
